This contribution tries to identify the most important problems in the establishment of a services delivery system for low vision people. Accessibility, competence, coordina-tion, efficiency, flexibility and users' influence are investigated as necessary pre-requisite to build up a network of low vision centers, an aids data base and a service delivery system.
