In the collaboration between the legal physician, the fiduciary, and the insurance company adjuster, to whom this publication is addressed, entitlement to compensation and reimbursement of expenses for rehabilitation services is a highly complex problem. Extensive research into related biomedical fields did not produce the answer expected. Information from extramedical sources, however, did provide the objective certainty of fabrication and overbilling of rehabilitation expenses in scams to upcode injury compensation claims. The magistrature and private insurance companies are waging an ongoing battle to expose the widespread fraudulent schemes and abuse perpetrated by professionals in this lucrative business. A proactive approach to establishing criteria and procedures must start from discussion, examination and updating. This articles is an initial step in the discussion on strategies and tools for devising such a method.
