Risk management: the Emilia-Romagna approach

The paper describes the approach of the Emilia-Romagna Region of Italy in developing a regionwide system of clinical risk management, taking advantage of the italian backwardness compared to the leading countries in the international patient safety movement. The model is based on three pillars: a system of corporate and clinical governance where clinical risk management is a long term commitment of the aziende sanitarie; an integrated system of responsive regulation, whose standards are flexible and sensitive to the degree of uncertainty and ambiguity of the regulated risk; a local programs focussing on developing voluntary incident reporting and mediation skills to manage proactive disclosure of errors to patients. Regional experiences can contribute to developing a national system of clinical risk analysis and management.
